Can I predict a foal's colour?

Only roughly: foals mix their parents' coat and white patterns. There is no genotype test because the game doesn't model real genetics; the breeding station's foal simulator (stage 2) previews likely foals.

Can I change a horse's colour?

Not directly, but renaming it to one of 38 Mein Pferdehof names switches it to the MPH palette, and the settings presets recolour every horse in the save.
